Environmental assessments are defined as proposed when the Agency is considering the report put forth by the responsible authority(ies) for designation as a class screening report. Proposed class screenings are subject to a period of public review and comment. The Agency will take any public comments received into consideration before making a decision to declare a report as a class screening report.
An environmental assessment is declared once the Agency has determined that the report satisfies the requirements of the Canadian Environmental Assessment Act, either as a "model class screening report" or as a "replacement class screening report." The declaration of a report is effective for a predetermined length of time.
A class screening report has expired when, subject to subsection 19(8) of the Canadian Environmental Assessment Act, the declaration period is no longer valid. An expired report can be revised and re-declared, or simply archived six months after the declaration is no longer valid.
Class screening reports are automatically archived six months following the date on which the declaration is no longer valid (regardless if an updated version underwent re-declaration).
The class screening report has either been replaced with an updated version as part of a re-declaration or has not been in effect for at least six months.
Note: It is understood that class screening reports are not to be used for components that are part of a larger project.
